Congressional Democrats plan to unveil legislation Monday that would overhaul policing amid widespread civil unrest over police violence and racial injustice. Their proposal would ban chokeholds and some no-knock warrants, limit the transfer of military equipment to local police and make it easier to prosecute and track police misconduct.
