The Clinton Administration has announced the first steps in a crackdown on smugglers who bring freon gas into the U.S. The gas is widely used in older car and home air conditioners and refrigerators, but it has been banned since 1994. Freon is thought to a primary culprit in the destruction of the earth's ozone layer. NPR's John Nielsen reports.
