In a desperate letter to top Navy officials in the Pentagon, the commanding officer of the carrier USS Theodore Roosevelt says his positive cases of COVID-19 are "ongoing and accelerating.” He also says more must be done to quarantine and isolate the more than 4,000 sailors aboard.
