According to the MLB rule book the bat is legal in the big league so it is permissible in PBL by default.

In the year since the Montana High School Association added baseball, less than two dozen teams have signed on — and, because of things like cost and field access, many of the state’s largest districts don’t have firm plans to “play ball” quite yet.

In a news release on Monday, Major League Baseball announced an agreement with the Pioneer League to continue a long tradition of professional baseball in Montana, Idaho, Colorado and Utah.
